Founded in 1993 by architect Oscar L. Harris, OLH Inc. has grown from a small consultancy into a recognized leader in engineering and construction management. Over the years, the company has been involved in major infrastructure projects, supporting public and private sector clients with expertise, innovation, and a commitment to excellence.
In 2002, OLH joined the Turner Construction/E.R. Mitchell team in managing the construction of the Atlanta City Courts, a $55 million project that was honored in the Build Georgia Awards for its exemplary design and execution. This marked a turning point for OLH, establishing its reputation for managing high-stakes projects with efficiency and quality. The following years saw the company expand across the Southeast, opening offices in Columbia, Tallahassee, Augusta, and Atlanta to support major transportation and infrastructure initiatives.
In 2009, OLH secured its first federal contract with the Department of Energy at the Savannah River Site, signaling its expansion into the federal arena. This milestone led to the creation of Juno Management Professionals Inc. (JMP) in 2016, a dedicated division focused exclusively on federal projects. The same year, OLH’s revenue exceeded $7 million, a testament to its steady growth and industry impact.
Under the leadership of Gina Bennett-Norris, who became CEO in 2008, OLH has continued to innovate and expand. By 2018, the company had grown to over 50 full-time employees and brought new ownership partners on board, solidifying its foundation for future growth. Today, OLH remains an SBA small business woman-owned DBE firm, driven by a mission to provide tailored solutions that meet the complex demands of modern infrastructure and construction projects.
