Columbia, S.C. — November 10, 2025 — OLH Inc. is pleased to announce the addition of James (Jay) Baldwin, PMP, CCM, who joins the firm as Director of Construction Services. With 28 years of experience in the transportation and heavy civil infrastructure sector, Baldwin brings an extensive background in construction management, program delivery, and public-sector collaboration.
Mr. Baldwin is both a Certified Construction Manager (CCM) and a Project Management Professional (PMP). Throughout his career, he has successfully managed complex roadway, bridge, and public infrastructure projects from concept through construction, working closely with clients to deliver safe, efficient, and sustainable solutions. He spent 23 years in North Carolina supporting state and regional improvement programs, including serving in key roles alongside the North Carolina Department of Transportation (NCDOT) and leading inspection, project management, and construction oversight for major transportation initiatives.
Over the past five years, Mr. Baldwin has continued his service in South Carolina with Charleston County Public Works and several private-sector organizations. His contributions included planning and design coordination, construction administration, and project delivery efforts for critical infrastructure improvements across the Lowcountry.
In addition to his professional work, Mr. Baldwin serves as Secretary on the Construction Management Association of America (CMAA) South Carolina Executive Board, where he supports the advancement of construction management best practices and professional development opportunities statewide.
Mr. Baldwin will lead OLH’s Construction Services Department, business development, and overseeing projects and business relationships with clients.
